I'm trying to chase out a horn problem and it has been too long since i worked on this previously to remember clearly If you hear a relay click when pressing the button, the horn needs to be replaced. My horn stopped working last year so i assumed the relay went bad and planned to.

Should have current at the horn (test light) wire (remove to test) with button push
If you do have current, reconnect the wire and hold test light to the horn bracket that is bolted to the chassis
Horn has stopped working completely It used to work occasionally Thought the horn was going bad so got new one, didnt help So i added dedicated ground
Worked a for a bit I bought a 1995 project car of someone's, horn had multiple issues, i sorted a couple of the problems but the last i am trying to figure out is the steering shaft isn't grounded, does anyone know if there a ground.
